Norfolk International Airport Concourse A Expansion & New FIS Facility

W. M. Jordan Company is supporting Norfolk International Airport’s long‑term modernization efforts through two major improvements to its terminal facilities: the Concourse A Expansion and the construction of a new Federal Inspection Services (FIS) Building for international arrivals.

Concourse A Expansion

This project extends the existing Concourse A by 13,178 square feet on the second level, creating additional capacity and improving the passenger experience. The expansion includes:

• Three new travel gates with pedestrian jetway bridges
• New airline ticket counters
• Open passenger seating areas
• New restroom facilities
• A pet relief area
• Support and operational spaces
• Upgraded mechanical and electrical systems

Construction was carefully phased to maintain full airport operations, requiring close coordination with airport staff, airlines, and security teams to ensure uninterrupted travel throughout the project.

Federal Inspection Services (FIS) Building

The new FIS Building replaces the airport’s existing international arrivals facility, providing a modern, efficient entry point for international travelers. The project renovates an existing arrival gate to create a secure pathway into a new Customs and Border Protection (CBP) Global Entry area.

Key features include:

• Customs processing counters
• Global Entry kiosks and enrollment area
• Passenger restrooms
• Inspection and interview rooms
• CBP operations and meeting spaces
• Dedicated area for travelers applying for Global Entry status

The project also includes new baggage handling equipment and phased improvements to the luggage tug pathways on the airport apron to support international baggage operations.
