OVERVIEW

W. M. Jordan Company is providing Construction Management at Risk services for Norfolk International Airport’s new Consolidated Rental Car Facility (ConRAC), a major component of the airport’s long‑term modernization program.

The project includes a 270,000-square-foot, three‑story ConRAC parking structure and a Quick Turnaround Facility (QTA) that will support rental car operations with dedicated areas for vehicle cleaning, fueling, ready return, overflow storage, and customer pick‑up. The facility also features rental car counters and operational spaces designed to streamline service for travelers.

A new sky bridge with moving walkways will connect the ConRAC to the existing terminal buildings, improving passenger flow and enhancing the overall customer experience. Once complete, this project will significantly increase operational efficiency and support the continued transformation of Norfolk International Airport.
