OVERVIEW

The Service Center for Operations and Transportation (SCOT) is the hub of all operations for Newport News Public Schools. Composed of 3 buildings, the SCOT sits on 50.82 acres of land and offers a total of 128,784 square feet.

Beginning in the early 90s, the City of Newport News had a goal to relocate the SCOT Center with the intention of building Tech Center Research Park. In 2014, W. M. Jordan Real Estate Development submitted a PPEA (Public-Private Partnership) Proposal to the Newport News Economic Development Authority to relocate and reconstruct the SCOT Center. In 2016, W. M. Jordan Real Estate Development was awarded the contract and immediately began the design process and mobilized W. M. Jordan Company to provide construction management at risk services for the project.

Completed in 2019, the newly constructed SCOT’s 3 buildings hold child nutrition services, a transportation facility, and plant services. In the Child Nutrition Services building, which includes a high bay warehouse, meals are prepped and stored for distribution for nearly 30,000 students and 5,000 employees at 42 different schools in the district. The transportation facility, equipped with a fuel station, contains 7 bus maintenance bays, 5 fleet vehicle bays, high bay and small parts storage area, and tire repair bay. The facility is a one stop service shop, built to service diesel and liquid propane gas buses along with fleet vehicles. The final building, Plant Services, holds shops for small projects, offices, interior storage, and a high bay outside storage area. The small shops perform electrical, HVAC, paint, carpentry, roof repairs, and landscape services. In addition, this building holds a large IT server room which services the entire school system, as well as emergency management for the City.

W.M. Jordan Company worked with several entities to ensure that each facet of the project was completed to the highest quality specification of each party. Creating a cohesive and fresh design and achieving a long-term goal of the city, the new SCOT Center posed the ultimate resolution.
